    BEIJING / RankWire.AI / – On August 5, China introduced stricter controls over certain drone exports to the United States. This move was part of a broader set of countermeasures that also targeted trade, technology testing, and imported office equipment. China’s Ministry of Commerce clarified that exporters must secure individual licenses for controlled drones, key components, and related technologies. These regulations operate within the country’s existing dual-use export framework. However, they do not ban all Chinese drones or drone parts from being shipped to American buyers.

    China sets drone export reviews and US entity limits
    China expands trade controls across drones, certification and imported office technology.

    The new procedure eliminates the simplified licensing process previously available for certain drone products intended for the U.S. market. Each shipment must now undergo a detailed review, assessing the specific item, purchaser, end user, and planned use before approval. China already regulates some drone engines, sensors, communication equipment, and systems designed to counter unmanned aircraft. Existing policies also restrict exporters from supplying civilian drones for military applications. The recent decision introduces further scrutiny to controlled technology and equipment destined for customers in the U.S. market.

    Separate orders have also been issued to restrict transactions between Chinese entities and seven American organizations. The six designated entities include Applied DNA Sciences, Stratum Reservoir, Altana Technologies, the Responsible Business Alliance, Verité Group, and Human Rights in China. These restrictions were linked by Beijing to U.S. measures related to allegations of forced labor in Xinjiang. An additional order targeted Compliance Testing LLC, an Arizona-based product testing firm, which China stated supported Federal Communications Commission actions involving communications equipment and Chinese tech firms.

    Trade responses extend to office devices and certification procedures

    China has launched a national security investigation into imported printers, copiers, and multifunctional office devices. This review encompasses equipment containing operating systems, drivers, or embedded software developed or maintained by foreign firms. The Ministry of Commerce will evaluate import volumes, domestic demand, supply reliance, and security concerns. Authorities may issue questionnaires, hold hearings, visit manufacturing sites, and commission technical evaluations. The investigation is expected to last up to 12 months, with the possibility of extension under special conditions.

    Additionally, factory inspection protocols within China’s mandatory product certification system have been altered. The State Administration for Market Regulation has prohibited Chinese certification bodies from assigning follow-up inspections to U.S. organizations. These inspections are crucial for maintaining certifications for products sold in China. Manufacturers must now utilize other authorized providers for necessary factory checks. This change does not revoke existing certificates nor does it impose a complete ban on goods produced by American companies.

    Beijing attributes measures to U.S. regulatory actions and import policies

    The Chinese government linked these measures to recent initiatives by the U.S. Department of Homeland Security and the Federal Communications Commission. The FCC has limited approvals for certain new foreign-made drones and their key components entering the U.S. market. Additionally, U.S. authorities expanded enforcement under the Uyghur Forced Labor Prevention Act, adding 43 Chinese entities to its list on July 31. Goods associated with these listed entities are generally presumed inadmissible into the United States.

    Chinese officials described the measures as restrictive and called on Washington to lift the restrictions outlined in the government announcement. The drone export controls, business limitations, and certification modifications took effect on August 5, coinciding with the start of the office equipment investigation. The orders do not target a specific Chinese drone manufacturer nor do they completely ban all drone exports to the U.S. Instead, they focus on controlled products, seven American organizations, certification procedures, and foreign-related software within imported office equipment.
