This 18-month program spans from January 1, 2026, to July 4, 2027, and emphasizes investments in digital infrastructure, energy systems, and essential public works. The Critical Infrastructure Finance Initiative extends beyond conventional lending, as Bank of America will include qualifying primary-market loans, investments, capital markets transactions, and advisory services in its $250 billion goal. It also incorporates banking solutions and supply-chain services tied to eligible infrastructure initiatives. Funding can be allocated to both corporate entities and specific assets. The bank intends to leverage its corporate banking, investment banking, and markets divisions as it collaborates with clients seeking capital for major projects across the United States.
Digital infrastructure constitutes a core focus of this program. Eligible investments include data centers, telecommunications networks, semiconductors, computing hardware, and related equipment. The energy segment encompasses traditional and renewable power generation, energy storage, and distribution systems. Core infrastructure projects involve transportation, electricity transmission, grid enhancements, water systems, critical minerals, and mining activities. Bank of America emphasized that the initiative also aims to address increasing infrastructure demands linked to computing, manufacturing, energy provision, and domestic supply chains.
Focus on Technology, Energy, and Critical Infrastructure
The bank announced that its Global Capital Solutions and Global Infrastructure & Sustainable Finance teams will coordinate efforts for this program. All eight of its business lines are expected to participate. Jim DeMare, co-president of Bank of America, explained that the initiative centers on infrastructure supporting economic growth, energy security, and technological progress. The bank will monitor qualifying transactions during the 18-month period, which will contribute toward fulfilling the overall $250 billion commitment.
Creating jobs and fostering workforce development are also key objectives of the initiative. Bank of America highlighted that infrastructure projects could generate employment opportunities in construction, manufacturing, technology, and long-term operations. The bank additionally backs training programs through employers, nonprofit groups, and community colleges. In 2025, it invested nearly $40 million in more than 730 workforce development partners across U.S. markets, focusing on skills training, education, and job readiness.
Funding Timeline Extends to July 2027
During 2025, the bank’s workforce partners facilitated employment for over 90,000 individuals. These organizations also provided training, educational opportunities, or career preparedness to more than 290,000 people. Bank of America noted that these figures are separate from the new infrastructure financing target. Karen Fang, who leads its global infrastructure and sustainable finance division, stated that large infrastructure projects require coordinated funding across multiple sectors. She also co-heads Global Capital Solutions.
Progress will be tracked by the bank based on eligible financing activities completed within the program timeframe. The measurement approach aligns with the framework used for its existing $1.5 trillion sustainable finance goal. The new initiative primarily targets infrastructure development and updates within the United States. Its July 4, 2027, deadline extends beyond the nation’s 250th anniversary, with the bank stating that the effort will bolster infrastructure, job creation, economic activity, and community development nationwide.
